NAP RK5565 Slow startup/poor regulation

B+ fluctuates from 110v to 134v. pix blooms and is slow to come up. Changed 150mfd/250v cap to get set to come on at all... Heat and freeze does effect the voltage but neithor hot nor cold cures it.
