Need advice on my tv problem........ Can't Post

My t.v. (toshiba flat screen 32'inch screen, 2002 i think) about 2 weeks ago start doing something strange. it's as though no matter channel i watch, these thin highlighted lines appear at the top of the screen, stretching from one end of the tv to the other, completly making any image caught between fuzzy, snowy, and even casting shadows. if i turn the tv off, and then turn it back on, the lines seem to just go down further, but will in time go back to their original length. Every day though it seems as though the lines go down further. When it first started only about a fifth of my tv had these lines. now i'd say it's more like a 4th of my screen(25%). anything i can do, or should i just buy a new t.v? I was thinking about calling a repair man, but have no idea what the problem is, or how much it would cost to fix it. Any advice?

You have capacitors in the vertical drying up. What your fault is known as is top foldover, a simple sort of fault to fix. What will it cost, how do you expect an answer to that. Are you on an oil rig in the North sea or a cattle station in central Australia, or is Mr Fixit next door.
