No black on Toshiba 32" flat CRT

Hello,
Just wondering if anyone has an idea in what happened to my TV.
For the past few day I noticed that there's no more black color present. The black is now navy blue and it happens while playing TV, DVDs and even when I go thru all the video1, video2 etc. There are also horizontal lines going across the screen. They are evenly spaced and are only visible on dark bockgrounds.
The picture is still somewhat fine, but the lack of black really makes it look weird.
Any ideas?
The TV is 3 years old, it's a Toshiba True Flat 32" CRT.
