Philips 14GX1810/85r - no start

I need your help with this tv set that does not start, when it is turned on all what I see is the red led blinking. I checked the power supply with a lamp and all the voltages are correct however when the HOT is connected the voltage in the colector is 135 v and no 12v,8v, 25v are present since they come from the secondary of the flyback. I changed the HOT, driver and no results then I checked resistors, diodes,capacitors and nothing. Is there anyway to check the IC TDA8362 . I will appreciatte your comments. It is an Anubis-s
