Philips 27CE4599/02R power supply problem

Hello,
i have a problem with the switching power supply, when i turn the set on, the power led lights up for a short moment, then the power supply starts whistling and the set becomes dead. There are no voltages present on the output of the power supply after the rectifier diodes.
Does anyone have a clue about this problem?
