Philips 28PW6305, flickering horizontal lines

Hi everyone,
I've run a search (esp. 'horizontal lines') but didn't come across anything that seemed to match my problem.
My Philips 28PW6305, about 3.5 years old, has started suffering from flickering horizontal black and white lines that appear intermittently on the screen. They may not appear for hours at a time, and then they suddenly keep appearing and disappearing for half an hour. When it's really bad, the lines can cover the entire screen.
I've already tried to get it repaired, but it's started doing it again. The repair guy replaced a part of the power supply, but said that if the lines kept coming, the fault lay with the board at the back of the TV, and it wasn't worth replacing.
Any suggestions?
