Philips 323e7q repair help

Hello
I have a fail philips 323e7q monitor. When i turn on, the screen half is white, half is vertical lines.

I disassemble, remove the t-con board for the type number, but when i reassemble it has got picture but half is sometime flickering (each 1 sec)

Can somebody help, what is the problem?
If the t-con panel fail, can i repair or buy another.
