You need a reasonable quality multi meter and a soldering iron some solder some solder braid to suck solder then you need to remove the back of the TV. With no power on look at the panel at the end of the tube neck, you will find there are transistors on that or more likely there will be 3 flat Ics possibly with tin heat sinks. Check on the print, see if the legs of those have black rings in the solder if they have, get your solder braid heaf the contact by placing the end of the braid on it and the soldering iron on top of that, femove the solder. Now with the soldering iron on the pin and the cleaned pad apply solder to the pin to achieve a nice new joint. If there is no sign of poor solder get your meter negative to the chassis earth, tuner body etc, but NOT the power supply. Set the meter to read >200volts DC. on where the tube pins are you will see pins marked R G B you are going to test what is on those, expect 110 to 170V. Now plug the TV in and switch it on. If you are right handed put your left hand in your pocket and whilst that TV is on keep it in there Test whats on R G and B. if its the same you are in trouble its the tube and beyond repair. If R is high say 170 and GB are low say 120. start test 2 You should find theres 3 wires feeding the picture panel in a braid of 3 or 4, there should be a mark of RGB if not you have to use your head test those with the meter. Now you are only looking for 2 or so volts but test your selected wires first before adjusting the meter, If happy you are correct turn the meter to a lower voltage and check for a balance. This test is not quite as definate as the other. If thats OK liable to be the IC find red, get its number get a new one and replace it.
