Picture jagged and shaking

I have a Naiko 28" TV/ DVD. The picture looks as if it is shaking, but on closer inspection it has one line, sometimes more, which gives a jagged edge and shudders. this gives the impression of the whole picture shuddering. The line can vary in site, though is always on the horizontal.
The model was from Safeway and uses an LG? Philips tube and its chassis carries a PT90a- 110 label. Any views would be welcomed.
