Picture only in center of screen Can't Post

I have a 25" Philips that only display's a portion of the picture across the middle of the screen, I'm thinking it has something to do with the vertical deflection but since I'm not a TV repair person I'm just guessing. You can see a coupld pictures of the problem at this link http://www.simops.com/TV/index.html does anybody know what this problem is and roughly what it cost's to fix it?

replace caps around vertical ic

by caps I'm thinking you mean capacitors? and around the vertical IC is easier said then done since I have no clue where they are. lmao

the vertical output ic is mounted on a heatsink on the left of the hi voltage transformer facing from back of set replace 4 or 5 caps around ic
