Problems with Zenith H32E46DT Can't Post

I have a Gateway Destination 32in Computer monitor/TV Which is essentially a Rebadged Zenith H32E46DT.

The picture seems to shift around and some of it cuts off some of the edges. It seems like it zooms in and out depending on the pucture that's currently on the screen. If something bright is on it seems like it cuts off about an inch off all the edges. If it is Dark it only cuts half an inch. This gets pretty annoying when trying to watch TV and trying to use the TV guide data

Any hints on what this could be or how to fix it?

Without any video, try adjusting the brightness control and see how this affects the raster size. This could be high voltage problem where the HV is changing with CRT current (brightness level). Of course it could also be other voltages to the CRT (screen voltage) or the CRT itself.
