RCA - Pop and 200% louder white noise

Setup
RCA Tube TV hooked to a Scientific Atlanta DVR/Cable box.
Symptoms
While watching some shows it make a medium pop or click sound and the sound goes wild (full volume loud, white noise), changing channels make no difference. The only way to stop and pull plug from the wall. If you keep it on the same channel it will happen again 3-6 minutes. Unplugging for 1 second will correct it but sometimes keeping it unpluged for 5-10 minutes makes it stay right longer on the same channel. If I change it to another channel that it does not happen on then it stays right but there are 3-7 channels that we can not watch any more. It even did it on a DVR recording so I do not think it is the DRV.
Questions
What is doing this? Do I need to buy a new TV to fix? If it can be fixed, how much would it cost if I could find a local repair shop?
