I have an RCA 25" color television model: 27GT600 which keeps blowing the horizantal output transistor.

it had no power before and i replaced the regulator in the power supply and is now getting 148 volts at the B+ which according to the diagram on the back cover should be normal. any information on this matter would be greatly appreciated. thank u

I strongly suspect a bad flyback transformer which RCA has a reputation for. Before you go there, however, check the solder joints around the horzontal circuit, especially the horizontal drive transformer. Unless you have the proper test equipment, there is no way to test the flyback without replacing it.
