RCA CTC169 Sound at full volume, no control

Sound on both channels and at line-out jacks and speakers
is distorted very loud. Line-out jacks appear upstream of TVB IC on my schematic. A signal inserted at line-in jacks also has the same problem. The volume bar graph does respond to the remote. Maybe bad trace connection?
