RCA F32650 Vertical Sync Problem

Hello...new to thsi forum but I thought I could get some help. My RCA F32650 model TV has somehow gotten out of frame. The vertical picture is up about 3-5 inches creating a black line at the bottom of the picture and top portion of the picture to be cut off. I was told that there is a way to get into the vertical sync adjusment thru the controls in top of the TV. Does anybody know how to gaina access to these controls AND how to change the vertical frame? Thanks!
