RCA Flickering Problem Can't Post

My RCA F35731MB 35" TV seems to have what I call a "flickering" problem. There are lines that flicker horizintally on the screen making the picture seem like it may shrink and close. When it flickers there is a noise that comes from the rear of the TV. The flickering is intermittent, sometimes it would be OK for a couple of weeks then one day start flickering.

Sometimes the picture seems to stretch so you cannot see the names on a TV show at the bottom of the screen. This happens in conjunction with the flickering problem. I have tried unpluggin TV overnight, moved TV away from walls and played around with the vertical hold but to no avail. It is getting worse with the picture shrinking from the bottom of the screen upwards.

Does anyone have know what the cause of this may be?
