RCA TUNER PROBLEM

 I am working on an RCA model T20064 chassis number V15A this is a TV/VCR combo.. When you change channels it takes about 1 second for the picture to come up to the next channel, all except channel 5 and 6 they come up instantly.. I replaced the EEprom and resoldered the tuner. If I use the tuner on the VCR the channels change normally.. Do I need a new tuner? How do I access the service mode, I tried menu/power and + volume and nothing happens??
