RCA model: 27v412t chassis: m134c half blue screen powers on for only 2 seconds

I got this RCA model:27v412t chassis: m134c
When I turn on this set the top half of the screen is black and the bottom half is blue. Two blue lines come from the left and the right within seconds (sort of like the curtains closing) then the set powers off.
This set was blown by kids repeatedly turning it on and off.
I'm not quite sure how to check for shorted CRT pins.
Could this be the picture tube? I found an entire replacement chassis at mat electronics for this set for only $30.
This is still a nice set I would like to keep. Thanks!!! Jesse...
