Samsung LNT4061fx/XAA static flicker

This is a Samsung LNT4061fx/XAA, it's an older model (10+ years) that has had problems before. A previous problem was common with this model (colored lines, not turning on) and that was faulty capacitors that I have replaced. This time, there's a snowy static that flickers on the screen after the TV has been on for a few minutes. It will also hiccup to a black screen for a few seconds, interrupting the audio as well. I have provided a video to show exactly what this TV is doing, but unfortunately I was not able to capture the black hiccup. I swear the thing knew every time I was recording. Any help would be greatly appreciated.
