Samsung Plasma TV Model: SPN 4235 Doesn't Power up. Can't Post

TV has no picture.
When powered on, you can hear the relay click and see the red power light come on. When you power it off, the red light flashes.
I was told this is most likely the Power Board with a possibility of just bad capacitors.

I tore it apart and found two large bulging capacitors. I replaced them and still have the same issue.
BUT....the same gentlemen recommended replacing two additional Capacitors that are located near the damaged/replaced capacitors. (I didn't get that message until later)

Questions:
Does it make sense to replace those additional capacitors?

Are there any tell-tale signs of when the power board is actually working?
For all I know, it is working but some other board could be bad. Although, I suspect the board isn't working.
What is the best source for, a cheap, power board.
