TV Not Respond To Remote Control

Hi all. I've never worked on this kind of fault.
The TV is a Kogan LED, it functions normally when using the external buttons but is unresponsive to the remote control. I have viewed the output pin of the IR device inside the tv on its PCB with an oscilloscope and see the pulses when remote buttons are depressed. There is a 6-wire cable leaving this board to the Mainboard. VCC to the IR is 3.25V and the O/P of the IR is 3.3V when no remote button is pressed and falls to 3.0V when buttons are selected. Are these about the correct voltages?
What may have failed on the Mainboard if that is where the fault lies?
