Toshiba 14Af43 CRT with horizontal lines at top of screen

Most folks have moved on from the days of CRT-based TV. But today I bought an old Nintendo gaming "kiosk", complete with GameCube console, controllers, and a Toshiba 14AF43 screen (CRT TV). The TV's screen has about 8 horizontal lines at the top of the screen, which during game play are not visible due to the GameTube's video output format on the 4:3 screen. But when games are launching, the full screen is used - which draws attention to these horizontal lines. I can buy another TV if I am patient, but I would love to fix the problem rather than replace the TV. My preliminary investigation steers me to the "vertical" capacitor near the vertical output IC. Apparently the common specs of this capacitor (TV industry-wide was 100 micro-farad/50V - but I downloaded the Service Manual for the 14AF43 and found that there is no such capacitor in the 14AF43. But I think that it is probably the 2.2micro-farad/50V - listed as AD301729. Some folks have said that a cap doesn't always bulge or leak when defective - they can simply stop working. I am confident that I can replace the cap, as I have replaced IC chips and caps in rear-projection TV before, and I know how to solder (and de-solder). What I lack is deep electronics knowledge, and equipment such as ERS meter to spot a defective cap; therefore I plan to skip the process of testing each and every cap, and replace the cap that most commonly causes this precise problem (lines at top of screen). I am a telecom engineer by trade, working with servers, networking, VoIP, etc every day, so I am "techie" and proud of it. But I will not purchase expensive test equipment for a TV that can be replaced for less than $20. I suffered a stroke a few years back - my right hand lacks fine motor skills and shakes a little bit, but I recently replaced the logic board in a 60GB iPod - so I'm not helpless!
