Toshiba 32Z23B - Won't turn on

I bought a Toshiba 32Z23B 32" widescreen about 13 months ago. About a month ago, I started to notice that when I turned it on, it would take a couple of minutes to adjust the screen size, but eventually it would be OK. Then about 2 weeks ago, I went to turn it on and it came on for about a second, then 'clicked' off. The red LED stayed on the front of the TV, but I could not turn the TV on again with the remote. To get around this, I turned the TV off using the side button, then back on again. If I repeatedly pressed the on/off button on the remote after doing this, eventually the TV would stay on.
I have been repeating this process daily for a few weeks now, but it has got to the point where it takes me about 20 minutes to get the TV to stay on, and when it does eventually stay on, the pictures keeps adjusting for about 40 minutes or so, until it is right.
I would appreciate any help/advice as to what is wrong, and if anyone knows how much roughly it will cost to fix.
