Toshiba 42HL 196 Red LED blinking 3 times and No picture Can't Post

 
I know the problem is in the power supply because there is no voltage coming out of the power supply. Every once in a while The tv will work until it is unplugged again. Just wondering how I can fix this problem or where I can get a new power supply board that works that does not cost a fortune. I'd like to try to fix the power supply myself if possible. Thanks and cool forum!

first check electrolytic capacitors in the power supply with your digital meter. some may be low capacitance or open circuit. also worth checking is the kick start resistor from mains supply volt line to the osc. chip in the power supply which may read high resistance

Also, I'm not sure where the kick start resistor is. I do have 120vac coming into the power supply board.

best to remove from the board. I dont have a circuit for that model but normally there is a high value resistor from the rectified mains supply just after the mains rectifier going to the chip in the power supply which should give a few volts to get the chip working till the power supply is up and running

Thanks for your help Chris. i found this post online and decided to order the IC's all 3 to make the repair. Have you heard of this repair yet, or does it make sense to you?

Found this:

***We performed the factory bulletin update by replacing an IC at location Q820A, Toshiba #23135094, part# SRX2039.This repair lasted about lasted about a month before returning with
the same 3-blink symptom.Finally replaced 2 other regulator IC's, STR-Z4479 & STR-W6765 which restored full operation to both supplies.The 42" power supply is p/n 75002913 (PE0071E-1)STR-Z4479 is location Q860 (Large IC) STR-W6765 is location Q880 (TO-220 on large heat-sink) Both are available from B&DCheck standby voltages as follows:
20v line=18.5, 32v line = 31.5, 12v line =12v Power=2.99, Power Sig=.01, Protect=.030, AC Det=3.5, 5v=5.1, 24v=0, 30=0
Also note that IC Q880 will be getting warm while in standby. Forgot to mention that the units will give a 3 blink code while initializing, then after about 30 secs will be ready for
action. That threw me the first time I saw it, figured it was still in error condition. ***

it could be but in your original post you said the tv came on occasionally and it's unusual for those components to be intermittent. Anyway,go for it you may be lucky.

I soldered in the 3 IC's and fixed the TV. Special thanks to Mike from Mike's TV repair Case Histories (he recommended to replace the same 3 IC's as well.)

I hope this helps any other people with the same TV Toshiba 42HL196 with the 3 blink red LED -recording.

Chris as far as the tv coming on intermittently. It only came on once when I was working on it. I pulled the power supply board and soldered in 3 places that looked like possible bad solder joints and when I plugged the board in it worked until the tv was unplugged. The next time I plugged it in it did not work at all.

I was not the owner of the tv, so I am guessing that once the tv gave the 3 red blink code it did not work from then on.
