Hi there,
I have a Toshiba 50L2300A 52" LCD TV, When I shine my torch against the TV, i can see the menu of the tv and can use the remote to change options, however when i turn the torch off i am unable to use the TV.

I have removed the back of the TV. Would someone be able to walk me through how to fix this?

I am firstly unable to identify whether the issue is the backlight, or the power supply.

Led failure is quite common.
Carefully disassemble the panel and test each LED. Apply 3 - 3.6V across each one, one at a time. Be sure to observe polarity.
