Toshiba CE32C10 No Picture or Sound--HELP PLEASE

My Toshiba CE32C10 has no pic. or sound. prior to total loss the pic. would ficker from time to time and a popping sound would come thru the speakers. But now pic and sound are gone, when you turn TV on you can hear something power on and power off when I shut it off, but thats all I get. The previous owners that gave us the TV told us the dealer told them to unplug it and plug it back in when the pic went out. That worked for them. I have tried unplugging it myself and and it didn't work.
Also the power light doesn't come on either. when screen did flicker the light did as well. I have no TV experience, is this a simple fix for me or a cheap repair by shop? Thank you for any help!! Steve
