Toshiba Horizontal Lines	Can't Post

I have a Toshiba 27A35C that has started showing white horizontal lines in the top quarter of the screen. The lines recede somewhat as the Tv is left on longer. Any ideas on where to start looking for trouble? Thanks.

change the electrolytic capacitors near the vertical scan ic.they have probably dried out
