Roll with it Baby. Toshiba's are known for bad capacitors in the vertical circuits...some being non polar-types but your model doesn't ring a bell so I can't offer further help.
Came to the same conclusion ... it's a UK model ( PAL ) , (me in UK ) Just need to know which Caps . There are 2 main boards , one has mains lead at one end and large chip on a heatsink at the other surounded by electrolytic Caps ( are some of these the ones ? ) Thanks Andy

When i turn the TV on (Toshiba 218D9B) , the picture is limited to the center 1/3 of the screen ( horizontal ) , and it rolls . Any Help ???
