Tv Clicks But No Start Up....HELP!

 I have a 13" TV taht just clicks when plugged in! Voltage good across Main Capacitor about 166V but only getting 80 on Collector of HOT.
Tested many resistors and diodes...seemed to be good. Took Flyback out and 24V , 12V and ground have continuity .....not sure what the resistance should be here! Any Suggestions where to look now or try!
