UN55MU6500F not powering on

Hello, Iv got a Samsung UN55MU6500F. It won’t power on. Red indicator light flashes. Unplugged main board from power board and Backlight did not turn on. Fuse is good. Voltage fluctuate’s between 13v-8v coming from power board to main board connector. You can also hear a very light clicking sound coming from main board and from power board. I got a used power board off eBay and had same issue and fluctuation of voltage. Any other ideas? I hope it’s not the actual screen and can be fixed! Thanks!!
