Unstable vertical size Can't Post

Hi I have an old 14" 1984 Pulser TV that I brought from canada that has a problem, the image shrinks showing black bars on top and bottom, I've opened up the set and found the vertical size variable resistor and I was able to correct the problem but only for a day or so, then it started to shrink by it self again, sometimes the image starts shrinking and expanding by itself. While I opened the set I also found a large capacitor that looks like it spilled some liquid on the board. Could that have any thing to do with it? I also remember there was a note on the instruction manual not to plug to any AC source other than 60 Hz, but I'm in portugal now and here current is at 50Hz. Could that have anything to do with the problem and the spilled capacitor?
