Video display problem

would not turn on previously.
Toshiba 50" widescreen is having problems with video display.
I had a guy come loot at it, and he repaird 1 circuit, now the tv turns on, and the audio works, but the video does not show up at all. However, my television has a feature called "strobe" which takes 9 snap shots of the video playing as a "feature"... when I press strobe on my remote, the 9 snap shots show up.
any ideas? the guy here repairing the tv is running out, and i am seeking advice.
