Vizio E550VL issue

I have a Vizio E550VL that has a weird issue. First, sometimes, the Vizio logo will come up upside down. Yep, that is what I said! When it does that, the unit just shuts back down. After a few tries, it comes up with a video issue.
After a good power up, I am getting lines in the whole screen. The info is there, but seems to be shifted out of time. I have replaced the TCON board. Of course, The upside down logo is not timing.
I have also installed the little two chip repair kit that is available for these units, to no avail. I am including a photo.
Could this be some weird power supply cap issue?
Any advice would be appreciated. Already bought another TV, so this is just something to kill time with and learn.
ETA: The whole screen has this issue, not just text. It just shows up better with text.
