Voltage at the Antenae Can't Post

My daughter recently complained that the DSE antenae on our TEAC TV gave her a small shock when she brushed by them. Sure enough the DSE rabbit ears tingle on my skin when I touch them. A multimeter shows 80 VAC between the ears and earth. What do you think. Thanks in advance.

Several things I think here. 1 you are getting to technical and are finding issues not there. The TV has but one antenna, though it may have 2 rods, its singular. 2 you didnt say where you are from, that you talk of DSE I assume that you are down under. The TV has no capacitor between the tuner and the socket, in fact the socket is part of the tuner. 3 the TV is double insulated, it has only 2 pins and no earth pin. This uses an isolated supply. Your issue then is static, when you stick a meter between earth and the antenna you will have floating eddy currents which could give you all sorts of readings, but all are false. Now that you have found a tickle what you are doing is the cat dance. will I touch it , no, yes , oh no and then you lightly touch it and get a zap. Grab it and you wont feel it, do the cat shuffle and it will bite.

Your TV by law works through a transformer and you have 2 layers of insulation which has to withstand 15KV. so there is no direct connection between the mains and the other side of the transformer. to measure voltage you must have some direct connection between source and earth. In the place I trained, a wire poked out the wall and stated danger 5KV, we were assured it was 5KV and after several months we had to explain why it could be 5KV. the answer was it had to be with respect to a -5KV lead. As you have no point of reference your test is flawed. You are not measuring voltage, your meter is being charged by static eddy currents which excite the thing and give you a spurious reading. Put nylon sheets on your bed and slip about, you will see sparks fly. Thats thousnds of volts of static. Jump out of your car and every so often the door whacks you. Because your TV is double insulated it can generate static which dependant on position its placed in will create exactly as you state, there is no cure. If you still feel uneasy, check for someone who tags products. Think there is a Jims tester. will cost 40 or so bucks to get it tested and it will not cure it, so waste your money if you must
