Volume can not be adjusted.

I have a 36 inch Sony tube TV, KV-36FS13. Whatever the reason(s) the volume can not be adjusted and stays at high. When I adjust on the TV and/or on the remote control, the indicator on the screen shows that the volume is going up and down, but the actual volume does not change. Please advise what I need to do to fix this issue.
