Zenith TVBR1942Z vcr/tv combo Not turning on. Can't Post

Trying to fix this 2000 yr. model unit for a friend. When plugged in, there is an unusual faint chirping sound at a rate of aprox 1 chirp/sec. and will keep on chirping for aslong as it's plugged in. I've concluded it's comming from the transformer T501_1 but not sure if this is bad or something else like a cap causing it to make this sound. I think this is the Low voltage supply, It is not the flyback. I've looked for--and found no bulging caps. The Unit will not power on and there is no LED or any other indication of partial voltage on the front display panel. All the fuses seem to be good along with diode check. however, some of them are giving me an in circuit reading of .225v, I was expecting more like .5v for the ones of this type. It's been several years since i've been into a tv and never have been anykind of expert on the matter but for some reason others do and bring me stuff to fix.

I don't want to blow all there money on parts tha maynot be the problem.

If anyones got any solutions, they would be much appreciated.
