negative and/or positive voltage reading. Can't Post

I have noticed that on PC power supply housing you would see the pins voltage marked as either negative(-) or positive(+). For a novice like me, how would i know when a voltage reading is either negative(-) or positive(+) OR what should i do to get either type of voltage reading ?
What causes one to get either type of voltage reading?

How would an analog meter depict negative voltages. For e.g., 2 ..,3...,5 vac/dc......just about any number!!

Pointer on the Analog meter would swing towards the left hand "peg" when trying to measure negative DC voltages. Just reverse the meter leads. Don't forget to call it a "negative/minus" reading.

VAC - you would switch the "Function switch" to ACV - (there is no DC).
