I have a philips 46PFL3608/F7 that wont power on. I purchased a power board but it just beeps barely audible in a pulsating way....no lights no power. What would be the next thing to trouble shoot?

the flow chart says:
Check if there is any leak or short-circuit on the
primary circuit component and repair it if defective.
(C625, C665, D601, D602, D603, D604, D613, D617,
D618, D621, D623, D664, IC601, IC604, Q601,
Q602, Q603, T601, R630, R631)

But this is a new power supply board that was guaranteed to be in working condition

As Dr. House is fond of saying: "People Lie."

See if 'ALL 3.3VDC' is present and correct. If very low, unplug CN501 and see if restores 3.3V.

Pretend like im a newbie, fixing a tv for friend who fell on hard times........
what should I be looking for and what is "correct"
and does cn501 just plug in and out? Is cn501 the power cord spot on the main power board.

Newbie computer user or newbie amateur tech?

Open downloaded service manual;
Press Ctrl+F;
Type CN501 into the find box;
Press 'Previous' or 'Next' button repeatedly until you've acquired enough info to answer the question you posed.

Ok so cn501 is clear
but searching the manual for "ALL 3.3VDC"
returns no results.

so what is "all 3.4vdc" and what is it suppose to be?
thats the part I am unclear on. If you mean test a component with an ohm meter or something what am I testing and what would I consider low or correct?

Thanks the help... and clarification

ALL 3.3VDC (AL+3.3V) = Present all the time the set is plugged into AC outlet.

DVM on DC VOLTS On power board: Black lead on any 'GND' or metal cover on tuner - Red lead on any convenient point along red line, where your probe will not slip and short to an adjacent joint, should have 3.3V when plugged into AC, If very low, unplug CN501 an remeasure same point to see if any change.
