Well,If hot Power supply is Ok,start checking the Horiz/transistor for open or short conditions,check B+ voltage.If Horiz/trans.is good,and there is not B+,You probably, need to repair power supply.In stand by conditions,u should have B+.

If Horiz/trans is shorted,this is loading the power supply,chirping sometimes is heard.Use original parts.
