Panasonic PV-1231R no color even after cleaning head

I just bought a Panasonic PV-1231R off of ebay. It has one major problem, the picture is in black and white and very noisy. I've already cleaned the heads, and tried adjusting the tracking shifter. What could be causing this? I have another PV-1231R board that the picture worked fine on so I have all the components I'll need if it is a bad component that's causing it.
