Top view?
IC602, 603 & 604 - No cracks or holes?
IC602 pins Pins 7, 9 and 16 equal approximately 12 volts?

IC602 pin 7 and 9 seem to read 2.35 V.

I don't see any cracks or holes in 603 or 604.

Pin number 8 of CN604 was giving like 19 V. (??)

But now the VCR does not turn on. Display shows the clock, but nothing happens when hitting the power button. I think I some how shorted something with the multimeter. The 3 fuses next to the power supply aren't shorted. I don't know what happened, I was careful Unsure

Fuses (and Circuit Protectors) SHOULD read as shorted from one end to the other. Check ALL 3 glass fuses and (if used) ALL 4 Circuit Protectors on power supply boards.

If all are O.K., go back to top of thread and see if SW5V / SW12V & 12V Motor are present.

Are the Circuit Protector marked as CPx? Because, in that case, CP3 and CP4 are opened.

Is it enough to just replace them?

What about the voltage I managed to read on pin 8 of CN604 before the short? Is it expected?

When asked to make a measurement at a very little room for error connector you may find it easier and safer to follow that SAME foil trace to a less likely to slip/short pad.

Replace 'like-with-like.' Do NOT bypass with a wire or higher value Protector. (Appropriate amperage Glass fuse on stilts also NOT recommended.) NOS (New Old Stock) should be available via ebay - search ICP-Fxx (replace 'xx' with # off protector).

IF voltage there was correct, then I doubt the accuracy of your previous IC602 voltages.

Ok, but, if I jump these CPs with some thin wires, could something else break? Just to try and see if the unit is still working, or there is something else that broke. Or is not safe to jump those CPs? I mean, if the short was caused by me touching something, and now nothing is making contact, is there any risk?

Measure resistance to ground on both ends of both CP's. Since a ground pin was next to connector pin being measured, that explains CP4 (Motor 12V). It doesn't explain CP3 (SW5V). IF NO low resistances observed and you wish to risk bringing out the 'Magic Smoke,' I can't stop you.

Should I measure that touching one end of the multimeter on any end of the CP, and the other multimeter end touching ground like on the following image?

If that's the case, I get no reading of any sort on any CP (even CP1 and CP2). The unit has to be unplugged, right?

Voltages = Unit Plugged in (& if necessary, during the time while it cycles ON then shuts itself OFF.

Resistances = Unit Unplugged.

ALL measurements MUST BE taken (unless specified differently) with ALL boards / Plugs / Connectors as factory intended.
Board WAS fully connected when protector(s) blew wasn't it?

First to left then to right. Do one, then do the other. (4 measurements total) Feel free to carefully attach labeled/insulated extension wires or connect to the SAME point elsewhere along it's foil trace.

Everything was connected, except for the Loading Motor, which I didn't solder back. Should I?

I did that with everything plugged in (except for the Loading motor) and I get no readings on the multimeter. What does that mean?

Anything's possible. M-CTL needs SW5V & 5V. Leave motor floating for now.

DCV Pin #8 of CN604? CAREFULLY!

Well, I did some jumpering with a super thin piece of wire, I got no smoke or smell, but still no power, except for the display. What else may be broken? A diode, or the STK5481 altogether? Unsure

Check TP1 & TP2 for SW5V & SW12V. Check BOTH ends of BOTH CP1 & CP4 for UNSW12V & Motor 12V (unless you can tell which sides goes to CN1).

I checked the side that goes to CN1. Both CP1 and CP4 read 12 V. I'm posting an image so you can confirm if I measured the right ends:

As far as TP1 and TP2, they read 0.07.
