Snowy on one new video tape

I have an orion 4-head I bought in 1995. It has been a perfect vcr. It's still plays everything perfectly. I just bought a new commercial video. It plays the sound perfectly but the video is snowy like. It's as if the tracking is always off. The auto track activates then stops but no change to this video. I tried adjusting on the spindles. No help. I adjusting on the back tension. No help. When I touch the heads with my finger it seems to clear up the picture somewhat. Any other ideas? This video plays the same way in my daughters vcr as well.
