VCR not showing a picture but audio ok

My VHS tapes will not play in my VCR. I have tried both my recorded tapes and commercial pre-recorded tapes and I get the same result, snow on the screen but audio is ok in every case. I have tried all my tapes on a completely separate VCR/TV system that I have and get identical results (although the TV indicates a tracking adjustment is going on). So both VCR/TV systems and all types of tapes give exactly the same result. I have checked all connections, cleaned heads, established they are all PAL but al I ever get is snow but good audio. What is going on?
