Hitachi 60 in. wavy picture

This is a question about my mother's 60" Hitachi. She doesn't know if she should try to have it repaired or just buy something new. It will cost her around $100 for a service call and they will take the chassis back to the shop for evaluation. The set is about 15 years old. There are two sections of the picture that are "wavy". There is a place about 2/3 up and about 3" wide that goes all the way across the screen. The bottom couple of inches is the same. Sometimes the whole picture is wavy and snowy. I connected another TV to the same connections and the picture is perfect. Is it time to get a new set? If so, what can you do with the old one? Thank you for your advice.
