JVC DVD-VCR not powering up correctly

Hello,
I am working with a JVC DR-MV100B
combo unit. When turning the unit on it will
say "hello" in the display and not do anything else.
The unit was made by LG and from what I'm seeing
on the net the problem this unit is having has come
to be a fairly common thing. However I haven't found
much in the way of solutions. I did see some pointing
to the power supply but all the voltages listed on the
supply board are present.
