Cable has scrolling lines?

I just recieved my Samsung LN19A450 and hooked it up to my cable. I notice many small grey scrolling lines only during a commercial/show with a white background. When i watch dvds or play my 360 and wii, i do not see the lines. Is this problem only to blame on the cable? I have basic comcast cable (70 channels or so, non-HD)? Im using a rather dated cable wire, would using a newer one possibly solve the solution?
