Westinghouse tv power problem. HELP!

I have a Westinghou​se TX-47F430S. I picked it up from a friend, it had been it by lightning. Long story short wouldnt turn on, i bought a new power supply board works great now. However when plugging into power outlet and turning on the westinghouse logo appears tv takes a few moments( seconds) then picture appears..pertty normal. After turning off, when I power back on with remote as soon as i hit the power buttion the picture appears abosolutely instantly. No logo or delay to start up. When its in this "shut off" mode there are a few lights in the rear on and slight heat which lead me to believe its not fully powering off. Is this standard for Westinghouse tvs? In addition none of the buttons on the tv itself work at all. The volume, channel, input, power, and menu button nothing. Everything does work properly through the remote though, not sure if these two problems relate. Any information would be greatly appreciated. Thank you.
