Philips TV and Closed Caption

My 1st post here. I have a new Philips 20" EDTV (20PF5120). This is my first experience using S-Video (TV DVR box) and Component Video (DVD). From the menu selection, the closed captioned settings are grayed out in component video (not important since I can select sub-titles from DVD) and S-Video (important). When I try to use close captioning from S-Video I make sure a program with close captioning is being sent from the DVR. Also, from component video input I can not change the tint (grayed out on menu). Is this a normal situation with all TVs or just Philips? If not normal, is there something I can do about it.
