Vizio VT470M blowinf T-con board chip

Where do I start the diags on this one. Anyone know what would cause the
T-con board to blow a chip? I put in a new board (The pic was classic bad T-con board), it started up worked for about 8-10 seconds, then smoke and fried the same chip as the old t-con board. Could it be the main board is passing to much voltage to the t-con, or the power supply putting out to much power and that is the first weakest chip? where do I test on this to get voltages.
