WS55511 no 5v supply

I have a WS55511 that has no power . Green light will not come on at all and relays do not click . I do not have a service manuel and am trying to identify IC9A50 which is the 5v supply . The 5v volt section is reading only .338v . All the other standby supplys are ok . This is a 5 pin transistor style ic mounted on a heat sink . I've tried goggling the numbers on it and cannot find . It is an "SK" 3050C and they keep coming back as a transistor ( 3 pins ) . If you need any more info let me know , Thanks for any input you could give me .
